Passive fire protection is the fire safety built into a building’s fabric: the walls, floors, seals, barriers and coatings that resist fire where they stand, with nothing switched on. Its job is to hold fire and smoke in the space where they start, so people have time to get out.

What is passive fire protection in a building?

Passive fire protection (PFP) is the family of measures built into a building’s structure and fabric to resist the spread of fire and smoke. It includes fire-resisting walls and floors, the firestopping that seals openings through them, cavity barriers in concealed voids, and coatings that protect structural steel. None of it detects anything and none of it responds. It resists.

The word passive is the point. A sprinkler has to open and an alarm has to sound, but a compartment wall protects a building by standing still. Once installed, passive measures work every hour the building exists, which is also why they are easy to forget: nearly all of this work is hidden above ceilings, inside risers and behind wall linings. It is fitted while a building goes up or is refurbished, then covered over. What remains visible is a normal wall, a normal ceiling, a normal door. Whether the protection behind them is real is a question of what was installed before the cover went on.

The distinction

What is the difference between active and passive fire protection?

Active fire protection detects a fire and responds to it. Alarms sound, sprinklers open, smoke-control systems start. Passive fire protection is part of the building itself and works without being triggered. The two are not alternatives. Active systems warn people and attack the fire; passive measures hold it back, protecting the escape routes those people are using. A building’s fire strategy relies on both doing different jobs at the same time.

Sprinklers, alarms and smoke control are active because each has to detect an event and then respond. A compartment wall does neither. It stays where it is and resists.

The hidden layer

Where does passive fire protection live in a building?

1 Penetration seals Every pipe, cable and duct that crosses a fire-resisting floor or wall leaves an opening. A tested firestopping system closes it.
2 Intumescent coatings Steel loses strength as it heats. An intumescent coating expands in fire, insulating the beam so the structure keeps standing.
3 Cavity barriers Voids above ceilings and inside build-ups are hidden routes for smoke and flame. A cavity barrier closes the route off.
4 Compartment line seals Where services cross the compartment wall itself, the opening is sealed around them so the wall’s fire resistance stays continuous.
5 Doorsets People need a way through the compartment line. A certified doorset carries the same duty as the wall it sits in.

The two terms

What is firestopping?

Firestopping is the sealing work within passive fire protection. It closes the openings and joints where pipes, cables, ducts and structural gaps cross fire-resisting walls and floors, using systems tested for exactly that use. A building can have the right walls in the right places and still fail, because fire finds the holes. Firestopping is what closes them.

Compartmentation is the strategy those seals serve: dividing a building into fire-resisting compartments so fire and smoke are held in the space where they start. The compartment walls and floors form the boundary, and the firestopping keeps that boundary continuous at every crossing point. In the statutory guidance, Approved Document B defines a fire-stop as a seal that closes an imperfection of fit or design tolerance between elements or components, so as to restrict the spread of fire and smoke.

What the work looks like

One opening, one tested system

The photograph shows a compartment floor doing its job. Insulated pipes and cable baskets rise through a riser opening, and the gap around every service is closed with a tested firestopping system, one of the passive fire protection products used across the job. Which system depends on what crosses: a plastic pipe behaves differently in fire from a steel one, and a cable basket differently from a duct. The system is chosen per detail and installed exactly as it was tested.

  • Installed as tested A seal is only as good as the tested system it was installed as. Mixing products voids the test evidence behind them.
  • Recorded before cover-up Once ceilings close, the work disappears. Photographing each seal before that happens is the only way to prove what was done.
Who has to prove it

Who is responsible for passive fire protection?

The people who own, develop and manage buildings. Because passive fire protection is invisible once a building is finished, the law now asks the responsible people to hold evidence of it. For higher-risk buildings, the Building Safety Act requires a golden thread: a record of the building’s safety information, kept current from design through occupation. For the passive measures on this page, that means knowing what was installed, where, and being able to show it was done as tested. A certificate alone says the work was signed for. The golden thread asks for something harder: evidence of the work itself, captured before it was covered over, ready for an RFI or a stop notice years later.

18 m · 7 storeys The higher-risk threshold A building is higher-risk under the Building Safety Act at 18 metres or 7 storeys, whichever comes first, with at least 2 residential units. That is what triggers the golden thread duty and the Gateways.
The golden thread Evidence, not assertion A current record of the building’s safety information. For hidden work, that means each seal photographed and located as installed, never reconstructed afterwards.
15 years The liability window Firestopping evidence is built to survive an RFI, a stop notice and 15 years of liability, long after the people who installed the work have left the site.

Common questions about passive fire protection

Is firestopping the same as passive fire protection?

Firestopping is one part of passive fire protection rather than the whole of it. PFP is the full family of measures built into a building’s fabric to resist fire, and it also includes compartment walls and floors, cavity barriers and structural fire protection. Firestopping is the sealing work within that family: closing the openings and joints where services cross fire-resisting construction, so the protection stays continuous.

What are examples of passive fire protection?

Common examples of passive fire protection systems are compartment walls and compartment floors, firestopping of the openings where pipes, cables and ducts pass through them, cavity barriers inside voids and external wall build-ups, linear gap seals along compartment joints, and intumescent coatings applied to structural steel. Each is built into the building and works by resisting fire where it stands, to a tested Fire-Resistant Materials & Ratings standard.

Are fire alarms and extinguishers passive fire protection?

No. Alarms, extinguishers, sprinklers and smoke-control systems are active fire protection, because each has to detect a fire and then respond to it. Passive fire protection works the other way: it is part of the building itself and resists fire without being triggered, powered or operated. A building relies on both, doing different jobs.

Is compartmentation the same as passive fire protection?

Compartmentation is one example of passive fire protection, not a synonym for it. Compartmentation is the strategy of dividing a building into fire-resisting compartments so fire and smoke are held where they start. How do you know if a building’s passive fire protection is intact?

By inspecting it where it actually is: above ceilings, inside risers and service voids, floor by floor. Most passive fire protection is concealed once a building is finished, so breaches are rarely visible from the room below. A Intrusion Survey identifies breaches in fire-rated walls, floors, ceilings and risers, then photographs and locates each one so it can be priced, closed and evidenced.

Does the Building Safety Act cover passive fire protection?

Yes. For higher-risk buildings, which the Act defines as at least 18 metres or 7 storeys with at least 2 residential units, the Building Safety Act requires a golden thread of building safety information. Passive fire protection sits inside that duty: dutyholders need a record of what was installed, where, and the evidence that it was done as tested.
